The Systematic Assessments Branch (SAB) will direct and coordinate systematic performance assessments to comply with results-based statutory, regulatory, and Administration efforts to enhance the effectiveness, efficiency, and accountability of NIH programs. The BSA will provide leadership to the ICs, under GPRA, to set goals, measure performance, and report on NIH accomplishments. It will also ensure that each GPRA goal is based on standardized performance criteria; is meaningful to researchers, the public, and NIH stakeholders; allows linkage of budget with performance; and ties to objectives of HHS strategic plans and/or the President’s Management Agenda. The GPRA goals provide the foundation for several other processes and reports that will be conducted or developed by SAB, including the PART, the Performance and Accountability Report (PAR), the quarterly Scorecard, the HHS Organization Performance Assessment report, and NIH leadership performance plans. The BSA will develop tools and logic models to assess and document the relationships between NIH performance goals and organizational effectiveness and efficiency. |
