The Office of the Director (OD), Division of Evaluation and Systematic Assessments (DESA), OPASI, will provide oversight and coordination for all NIH evaluation activities, including implementation of, and reporting on, GPRA, the President’s Management Agenda, PART, the Performance and Accountability Report (PAR) Act, the quarterly Scorecard, and the HHS Organization Performance Assessment. The OD/DESA will provide leadership for the planning and conduct of rigorous program evaluations; oversee and provide advice to the NIH Directorate and IC program managers in identifying and developing evaluation plans and projects; manage the NIH Evaluation Set-Aside budget; serve as the primary contact with the NIH Office of Budget on the integration of program evaluation and budget issues; and serve as the NIH liaison with the OMB on PART issues. The OD/DESA will ensure NIH participation in a wide range of evaluation organizations, including the American Evaluation Association, Federal Evaluators, and the Washington Research Evaluation Network.
