
Contract SupportEvaluation projects may be carried out by independent contractors whose services are obtained through normal NIH contracting procedures. Alternatively, services of contractors able to perform evaluations and evaluation related tasks may be obtained through various special mechanisms. A number of such contracting resources are presented below. Contracting OfficerThe first contact for NIH IC staff should be the contracting officer in your institute, if one is available. OD staff and staff of institutes without designated contracting officers may contact the Office of Acquisition Management and Policy (OAMP) in OD. NIH Office of Acquisition Management and PolicyThe NIH Office of Acquisition Management and Policy maintains task order contracts that may be used to evaluate public information and communication services. Please note that they have restructured their offices. HHS Program Support CenterThe Program Support Center in HHS maintains a number of task order contracts for program and policy assessments, evaluation design studies, performance measurements, technical assistance, and conference support services. General Services AdministrationThe General Services Administration (GSA) Management Services Center maintains over 600 blanket purchase agreements, listed in the Federal Supply Schedule for Mission Oriented Business Integrated Services (MOBIS). GSA states that, “The MOBIS program offers a full range of management and consulting services that can improve a federal agency's performance and their endeavor in meeting mission goals.” Only a contracting officer may place orders using the schedule. |
